As for the kids', because there is lack of space to host huge leisure complexes', you need build abstract walls', around the good small plots' of land, that you will rent for cultivating; and then you can set up a youth scheme , where the teens, and the small children too, can compete in artistic competitions' graffiti only for a certain age group and it has to be skilled fun. Every six months', where the kids win a small fund to go towards' a day trip, and so forth, you just have to think.
If there is any anti-social behaviour, then the children involved should be band for a small period of time, from entering the estates' art shows'. If improvements' are seen, then they can participate next time around. No anti- social behaviour, or terrorising the older age's as part of the conditions' for these activities'.
